Multisectoral Service Provision: an essential strategy for ensuring a life without violence

The video highlights the importance of guaranteeing Multisectoral Service Provision approach to managing gender-based violence, as an essential condition to ensure justice, protection, and well-being for women and girls who are victims of any form of violence. Only by guaranteeing comprehensive care and services based on the needs of women, is it possible to ensure the right to a life free of violence for women, adolescents and girls.

Results

The “Joint Programme on Essential Services for Women and Girls Subject to Violence” has carried out interventions in partnership with the Ministry for Women and Vulnerable Populations, the Ministry of Health, the Judiciary and the Office of the Ombudsman, which has made it possible to strengthen the coordination of various services to ensure a multisectoral response and service provision to survivors of violence. The main results in the three years of execution are the following:

Result 1

The regulatory framework for the management of gender-based violence through a comprehensive and multisectoral approach, has been strengthened

The Joint Programme achieved the approval of 4 joint action protocols for the multisectoral approach to gender-based violence and has provided technical and financial assistance for the approval and implementation of the National Policy on Gender Equality (Supreme Decree No. 008-2019 -MIMP).

Inter-institutional protocol of action against femicide, attempted femicide and high-risk partner violence. An executive version of this protocol was developed to make it easier for justice operators to handle.

Production of strategic information on gender-based violence 

New knowledge and development of relevant information were generated to improve the quality of essential services, such as the following:

First investigations on the advances and challenges of the education sector to face gender-based violence in Awajún communities were published and communicated: “Unraveling the skein of impunity. Access routes to justice in cases of sexual violence in rural and multicultural areas” and “Safe schools free of violence. Analysis of the platform Sí se ve ”.

Strengthened capacity of gender-based violence case management personnel

2,343 professionals were trained in the three years of implementation of the JP. The workshops focused on the importance of gender and a human rights-based approach in service provision to survivors of gender-based violence; and to ensure protection and justice for victims within the existing regulatory framework.

291 people trained through the training cycle on managing and prosecuting femicide cases in 5 regions of Peru. — MIMP

82 people trained through the training course and workshops for judicial personnel on justice with a gender focus aimed at the Integrated Justice Modules on GBV in Lima Sur and Trujillo. In addition, 23 female and male judges participated in the course “Gender, violence against women and the justice administration system”. — THE JUDICIARY

1300 health professionals participated in the Training on GBV care in emergency services of General Hospitals in 23 regions of the country. Use of training videos under the case simulation methodology.

At the national level

Forum: “Strengthening the multisectoral response to gender-based violence: articulated work from the MIMP and MINSA health and socio-legal services.” 450 people made aware.

Result 4

Training tools developed for strategic training on a Multisectoral approach to Gender-based violence case management.

The elaboration of 03 training tools for the strategic training of key actors on a multisectoral approach to GBV and GBV case management from was completed:

Training module aimed at strengthening technical skills in application of the Inter-institutional protocol of action against femicide, attempted femicide and high-risk partner violence.

Educational modules on gender approach in police action and gender violence, within the framework of the Curricular Plan implemented at the Officer Schools and Professional Technical Higher Education Schools of the National Police of Peru.

Training module on GBV topics addressed to judges of the Integrated Judicial Modules on Violence against Women and members of the Family Group (Judicial Districts of Lima Sur and La Libertad).

A multisectoral, gender and human rights-based approach in victim care services was implemented and strengthened

Two pilots oriented to ensure comprehensive and multisectoral care for survivors of GBV were developed.

The health sector joins the multisectoral response: First Women's Emergency Center in a health facility (Piura-Santa Julia)

Within the framework of the JP and under the leadership of the Piura Regional Directorate (DIRESA), in 2018 the first Women’s Emergency Center was installed, located in a health facility. This strategy also has the participation of the Family Police Station and works in close coordination with the Institute of Legal Medicine, the Prosecutor’s Office and the Judiciary.

The Joint Program “Essential Services Packages” has provided technical and financial assistance to this articulated care model. In this framework, the competences of the key actors for the joint management of cases have been improved, and a protocol for joint action in the process of implementation has been approved. In 2019, an Intersectoral Committee was formed between the Women’s Emergency Center (CEM) and the Santa Julia Health Center with the provisions of the Joint Action Protocol between the Women’s Emergency Centers (CEMs) and the Healthcare Institutions – IPRESS.

In 2019, the Santa Julia Women’s Emergency Center attended 657 cases of violence against women and members of the family group, which represents 180 more cases than the previous year.

First Integrated center for the administration of justice in cases of gender violence: CASE (Ayacucho)

This joint action initiative for access to justice for victims of violence is operated based on a multisectoral approach with the participation of the Police Station, the Prosecutor’s Office and the Family Court, the Women´s Emergency Center (CEM), the local Ombudsman for Children and Adolescents and a shelter.

The JP “Essential Services Packages” has provided technical and financial assistance to Center for the administration of justice in cases of gender violence (CASE Ayacucho) to strengthen its work. Within this framework, there is a joint action protocol and its staff have been trained in the multi-sectoral management of GBV. Since August 2019, the CASE Women’s Emergency Center became a CEM Police Station open 24 hours, every day. In addition, there is a Ministry of Women Urgent Care Service that attends high-risk cases.

During 2019, the Women’s Emergency Center (CEM Police Station) has attended 810 cases of violence against women and members of the family group. The majority of survivors are women (746), adults (663), and girls and boys (94).
